In the Super 17 arc, base Gohan fights General Rilldo, who Goku said was even stronger than Buu. Stating quote, "It's even greater than Boo's." (In reference to his energy.)
Presumably Kid Buu, as in the anime continuity, Kid Buu is the strongest version of Buu. This is stated multiple times in the anime and even backed up in anime guidebooks. And it wouldn't make sense for Goku to be referring to a weaker version of Buu.
And Gohan has an advantage in power as implied by Rilldo having to resort to his Metal Breath. So base GT Gohan > General Rilldo > Kid Buu.
To show you how impressive this is, it's confirmed that SSJ3 Goku during the Kid Buu fight was stronger than Kid Buu. So let's assume that General Rilldo = SSJ3 Goku (Kid Buu fight). Just to make it easy.
In the Buu arc, Goku fights a clone of Ultimate Gohan in his base form while restricted to less than 1/100 of his normal strength. And this clone is confirmed to be as strong as the original.
So base Goku is 100 times stronger Ultimate Gohan, at a low ball, and 40,000 times stronger while in SSJ3. And assuming General Rilldo is as strong as SSJ3 Goku during the Kid Buu fight, which is also a low ball, this means Base Gohan in the Super 17 arc is over 40,000 times stronger than his max in the Buu arc.

And it wouldn't make sense for Goku to be referring to a weaker version of Buu*{End Quote}… Rilldo’s Energy is said to be higher than Buu’s/Boo’s, but we don’t know if this was Fat Buu or Kid Buu, it could have been Kid Buu if Goku was referring to him, but it also could have been Fat Buu too given how Fat Buu has been living on the Earth peacefully with The Z-Fighters so it does make sense for Goku to compare an enemy to an ally, but also makes sense for him to compare a current enemy to a past enemy… But nonetheless still impressive of Base Gohan to compete with a being who’s energy was compared to A Buu…
~Also Kid Buu being stronger than Buutenks and Buuhan is still conflicting since well yes Kid Buu does have wordings and statements suggesting he is the strongest Buu at the time, most of those usually appear to be referring to him being the most dangerous bc of him being more violent and destructive than the other Buu’s, and with him having the most abilities and powers, along with being the most lethal… But this is conflicted and contradicted with Super Buu’s Battles… Goku (The Same Goku was confident in fighting Kid Buu) was not completely confident in Fighting Super Buy, who was later dominated by Ultimate Gohan, the same Gohan Goku implied to be far stronger than himself… Than after Buutenks came on the scene and defeated Ultimate Gohan, SSJ3 Goku tried to distract Buutenks so Gohan could find the Potara, where we see Goku doing even worse than Gohan, and being thrashed… Than we have Buuhan who was so powerful neither Super Saiyan nor Fused Kai can even compete with him in a fight, and the only hope of beating him was with a fusion between Vegeta and Goku… A Fusion that was not needed in the fight against Kid Buu…

And this clone is confirmed to be as strong as the original.* {End Quote}… Well yes it’s completely convincable (if that’s even a word) that Rilldo and Buu Fight Goku are relative, we also don’t know which Buu Goku compared Rilldo to, it could be Kid Buu, it could be Mr. Buu, to me it can be convince to be Kid Buu, but to me it’s so more likely to Mr. Buu, the Buu who is allied with Goku and The Z-Fighters, so it’s more likely Rilldo is stronger than Current Fat Buu than Kid Buu, which makes it more reasonable for a Base Gohan to compete and have an edge… But this is still impressive, and can still go back to Kid Buu making it even more impressive…
~The “100th of their original power” argument gets kinda inconsistent and contradicted, well yes The Air in Buu’s Body caused Vegito to defuse which weakened both Vegeta and Goku, it’s contradicted if that was completely them weakened to 100th of their power, but this could be argued against due to the forms and Goku confirming that if they went outside of Super Buu’s Body, whether weakened or FP, they would lose…

And assuming General Rilldo is as strong as SSJ3 Goku during the Kid Buu fight, which is also a low ball, this means Base Gohan in the Super 17 arc is over 40,000 times stronger than his max in the Buu arc.* {End Quote}… This again is contradicted bc Goku when fighting the Clone Gohan said his power was similar to the real deal after being punched, which can be argued against bc Goku only felt a some amount of Ultimate Gohan’s true power, never fought Ultimate Gohan, and did worse against Buutenks than Ultimate Gohan, and still saying Base Super Buu was still stronger that him and Vegeta individually, the same Super Buu who got dominated by Ultimate Gohan… Also Goku needed SSJ - SSJ2 to contend with the Clone was technically losing since he was on the backfoot… So the Gohan Clone being truly as strong as Ultimate Gohan, and Base Goku being stronger than Ultimate Gohan is contradicted and can be argued against, given how the fights of both Goku and Gohan show different levels of Power than what contradicted statements are trying to imply…
~It was more likely Fat Buu that Goku could have been comparing to Rilldo, who Gohan was edging out… Do Base Gohan in GT being tens of thousands of times stronger than Buy Saga just isn’t completely true, given how Gohan in GT didn’t neglect to train on occasion, but unclear if he full timed trained (which is unlikely) and how Buu Saga Gohan actually trained and became Ultimate Gohan with his potential unleashed…

The Same Goku who was confirmed to be stronger than Kid Buu, was worried about being killed by Base Super Buu…
Not Just in The Manga, but in the Anime Too…
Well this does show Goku confirming they were weakened, this also confirmed Base Super Buu being stronger than Kid Buu, and that Goku was certain that to beat any form of Super Buu without Gohan or Fusion would be suicide…

1.I'm not saying Gohan was slaving away in the time chamber or the gravity room like Vegeta was, but he actually knows where his fighting gi is.
2. In my opinion, it makes no sense for Goku to be comparing Rilldo to a weaker version of Buu. I have never agreed with this train of thought. It's like when Goku says that Hatchiyack is on the same level as Broly. He isn't referring to base skinny Broly, he's referring to the Jolly Green Giant.
3. I agree that it doesn't make a whole lot of sense. But it is repeatedly hammered that Kid Buu is the strongest and it's an opinion shared in anime guidebooks.
4. Already covered why I don't agree so it's not worth covering again.
5. Stated directly in Daizenshuu so idk what you want.
6. Goku was comfortable fighting in his base form and pretty much one-shot the Gohan clone after going SSJ, so it's not that he needed to and more he needed to finish the fight.
7. Again, already covered.
To be fair, I don't really have a rebuttal for that statement from the anime other than Goku was just wrong, which is possible but I don't like resorting to those arguments.

I did point out that he probably did train on occasion, but didn’t train to the full extent that he should have if he needed to fight a foe Neither Goku or Vegeta could beat…
2. I did point out that it can go either way for which Buu he was comparing to… still impressive either way…
3. It’s also shown consistently that the same Characters who contended with Kid Buu, stood no chance against Buutenks and Buuhan, they needed fusion for that (Feats v Statements)
4. Again pointed out why it can go either way for which Buu Goku compared…
5. Just another thing that doesn’t seem to be backed up and is contradicted…
6. Same Base Goku was out on the back foot, and the clone immediately got up from that attack from SSJ Goku and put back on the back foot…

Worth noting the daizenshuu also called Buutenks the strongest buu....lol. Not only that but in the anime, goku admits inferioirty to base super buu if Him and vegeta went out(so it's not he even cares about the power reduction,heck he didn't even seem to notice it).
Then there is all the feats every super buu has over kid buu,
